Planning Appeal Statistics

What happens to a council decision on appeal to An Coimisiún Pleanála, and before June 2025 to An Bord Pleanála: how often a grant is refused, how often a refusal is granted, and how long it takes, by year, by type of development and by planning authority.

Statistics, not a prediction. These figures describe past outcomes recorded on the national planning register. Every appeal is decided on its own planning merits. Compiled by Adam Kearney MRTPI, a fee-per-case planning inspector with An Coimisiún Pleanála. The practice advises on whether to appeal.

What the Commission Did With the Council's Decision

Every appeal on the register, by the council's decision and the outcome on appeal. "Conditions varied" is an appeal against conditions only, where the Commission removed, amended or added a condition. "Undecided" includes appeals not yet decided and those whose outcome the council has not recorded.

By Year of the Commission's Decision

The reversal rates and the median time from the appeal being lodged to the decision, for each year in which the appeal was decided. The 18 weeks in section 126 of the 2000 Act is an objective, not a time limit; under section 361 of the 2024 Act it becomes a duty, with the fee refunded if it is missed.

How these figures are made. The appeal reference, dates and outcome are those each council records against its own file in the National Planning Application Database (data.gov.ie, CC BY 4.0), retrieved 27 September 2026. They are not the Commission's own statistics, and a council that records appeals late or partially will be under-represented. Outcomes are recorded as free text and spelt differently on each council's system; they are grouped as granted, refused, conditions varied, split, dismissed or withdrawn, and other. A reversal is a council grant refused on appeal or a council refusal granted on appeal; only appeals with a granted or refused outcome on both sides enter those rates. A refusal granted on appeal may be a grant of a revised proposal: the register does not record whether the scheme was amended at appeal stage. How often the Commission departs from its inspector's recommendation is not included, because the register does not carry the inspector's report.
